Recently, the State Council Work Safety Committee Office has deployed a nationwide campaign to rectify safety hazards in electric bicycles, with a focus on improving the quality and safety standard system. The Ministry of Industry and Information Technology has conscientiously implemented the deployment and arrangement of the State Council Work Safety Committee, organized the revision of the mandatory national standard "Electrical Safety Requirements for Electric Bicycles" (GB 42295-2022), and formed the first revision form (draft for soliciting opinions), which will be publicly solicited for public opinions from May 30 to June 28, 2024. This revision work mainly focuses on the following three aspects:

1、 Strengthen key safety indicators

In order to improve the safety of electrical circuits and prevent fire hazards of electric bicycles, this revision has refined and strengthened relevant safety indicators. For example, the definition and wiring requirements of the main circuit have been further refined. From a technical perspective, it is required that the high-voltage part (drive circuit) and low-voltage part (control circuit) inside the vehicle body be separated to reduce insulation aging and leakage risks. In addition, the requirements for battery short-circuit protection have been strengthened, and stricter contact resistance limits have been set for wire connection parts, effectively preventing fire accidents caused by electrical circuit aging and short circuits.

2、 Strengthen the coordination of relevant standards

This revision places greater emphasis on the coordination and unification of mandatory national standards related to lithium-ion batteries, chargers, and other electric bicycles. For example, adjusting the clauses related to car chargers to be consistent with the first amendment (draft for comments) of the "Safety Technical Requirements for Chargers for Electric Bicycles" (GB 42296-2022); For example, considering that the "Safety Technical Specification for Lithium ion Batteries for Electric Bicycles" (GB 43854-2024) has been officially released, which provides detailed regulations on the relevant safety indicators of lithium batteries, in order to avoid inconsistencies and conflicts between standards, this revision has deleted clauses related to lithium batteries such as 4.8.4, 4.8.5, 4.8.6, 4.8.8, 5.10.2 in the original standard. In the future, lithium ion batteries for electric bicycles can be fully implemented in accordance with the requirements of GB 43854-2024.

3、 Improve the operability of standards

This revision has optimized and improved some technical indicators and testing methods, making it easier to implement testing and certification in the future. It not only reduces testing costs, but also avoids the impact of inconsistent understanding on the implementation of standards. For example, the draft for soliciting opinions simplifies the voltage testing method, improves the temperature anomaly alarm test procedure and requirements, and enhances the accuracy and convenience of detection. In addition, in order to connect with the quality supervision of products, this draft for soliciting opinions clarifies the sampling method and measurement requirements of wires, effectively reducing possible disputes and facilitating the future market supervision and spot checks.
