Provinces, autonomous regions, municipalities directly under the central government, and cities specifically designated in the state plan, as well as the industrial and information technology, education, science and technology, finance, human resources and social security, and state-owned asset supervision departments of the Xinjiang Production and Construction Corps, and the management committees of various national high-tech zones:

A research assistant refers to a person who is engaged in various scientific research projects, auxiliary research, operation and maintenance of experimental (engineering) facilities, experimental technology, transfer and transformation of scientific and technological achievements, academic assistant, financial assistant, and postdoctoral research. Research assistants are an important component of the research team and a crucial lever for strengthening the deep integration of technological innovation and industrial innovation. Encouraging various innovative entities to develop research assistant positions and recruit college graduates for employment is not only a powerful means to promote employment, but also an effective way to enhance the innovation capabilities of universities, research institutes, and enterprises, which is of great significance for the development of new quality productivity. In order to implement the decisions and arrangements of the Party Central Committee and the State Council, the following notice is hereby issued regarding the recruitment of 2024 college graduates for the development of research assistant positions:

（1） Various units are increasing their efforts to develop research assistant positions. The Ministry of Industry and Information Technology, the Ministry of Education, the State owned Assets Supervision and Administration Commission of the State Council, colleges and universities affiliated to the Chinese Academy of Sciences, central level research institutes, central enterprises, etc. actively recruit college graduates to participate in scientific research work and reasonably set up new research assistant posts in various major innovation base platforms of science and technology planning projects at all levels and construction layout undertaken by them. Carefully sort out the developed research assistant positions, fully utilize the relevant positions that have not yet recruited graduates and vacancies caused by personnel mobility, and maximize the recruitment of college graduates for employment.

（2） The National High tech Zone organizes the development of research assistant positions. Fully leverage the clustering effect of national high-tech zones to drive employment, mobilize scientific research institutions, high-tech enterprises, unicorn enterprises, specialized and innovative small and medium-sized enterprises, technology-based small and medium-sized enterprises, and technology enterprise incubators within the national high-tech zones to establish research assistant positions, organize and guide units responsible for science and technology planning projects at all levels to reasonably develop research assistant positions, and encourage the establishment of research assistant positions based on self-organized projects. Taking the development of research assistant positions as one of the important reference criteria for the annual comprehensive evaluation of national high-tech zones.

（3） Actively developing research assistant positions in various regions. The competent departments of industry, information technology, education, and science and technology in various regions, in conjunction with relevant units and based on national and local science and technology projects and innovation base platforms, will increase the development and implementation of research assistant positions for provincial universities, provincial institutes, new research and development institutions, high-tech enterprises outside of national high-tech zones, and provincial high-tech zones.

3、 Guarantee measures

（1） Strengthen organizational leadership. All departments and localities should fulfill their responsibilities effectively and organize relevant units under their respective departments and regions to conscientiously carry out implementation work. Subordinate universities, central level research institutes, central enterprises, national high-tech zones, etc. should play a leading role and actively develop research assistant positions. Each region should collaborate and form a joint force to implement the relevant work of developing research assistant positions. Encourage departments to collaborate with local authorities to organize recruitment activities for research assistant positions, and support the management committees of various high-tech zones to organize centralized supply and demand matching activities for research assistant positions.

（2） Give full play to the leading role of the supporting units of national science and technology plan projects and innovation base platforms. The national science and technology plan projects include the National Key R&D Program, National Science and Technology Major Projects, National Natural Science Foundation, etc. The innovation bases and platforms include national laboratories, national key laboratories, national technology innovation centers, national manufacturing innovation centers, national science and technology resource sharing service platforms, university science and technology parks, science and technology enterprise incubators, and national high-tech zones. Strengthen the main responsibility of the supporting units of the above-mentioned projects and base platforms, play a leading role in demonstration, and actively recruit college graduates for employment. Encourage science and technology projects and base platforms at all levels to increase their efforts in developing research assistant positions.

（3） Strengthen the service guarantee for research assistant positions. Units that gradually improve relevant policies and establish research assistant positions should sign service agreements in accordance with relevant national regulations, and encourage them to participate in social insurance and housing provident fund for research assistants. For research assistant positions established based on various levels of science and technology plan projects, the "labor fee" account funds in the research project funds can be used for labor remuneration and social insurance subsidies of research assistants in accordance with relevant regulations. The unit will allocate the surplus funds retained according to regulations for scientific research projects and establish research assistant positions. The surplus funds can be used to cover expenses such as labor remuneration and social insurance subsidies for research assistants. Units should carefully calculate the funding requirements for research assistants and allocate them based on actual expenses. Encourage units that establish research assistant positions to coordinate relevant funding channels, improve job income and comprehensive security levels, and provide long-term stable support for research assistant positions with dedicated funds.

（4） Strengthen information reporting and publicity efforts. Please gather the progress of the development and implementation of research assistant positions in your local area according to your functions, and submit them to the Ministry of Industry and Information Technology before July 5th, July 20th, August 5th, and August 20th respectively (the submission content and format requirements will be notified separately). Actively plan relevant activities to increase the promotion of research assistant positions, and mobilize various media to do a good job in publicity.
